Conduct of Pre-Charge Investigation
As provided for in Rule III, Napolcom Memorandum Circular No. 98-014 dated October 30, 1998, the following are rules and regulations governing the conduct of summary dismissal proceedings involving members of the PNP before the National Police Commission as Summary Dismissal Authority.

Rule III

PROCEDURE

Section 1. Complaint. - All proceedings must be commenced by a complaint in writing under oath, by the aggrieved party of his duly authorized representative or guardian against any member of the PNP, accompanied by sworn statements of witnesses and other evidence thereof. Three (3) copies of the complain shall be filed with the Commission.

Anticrime councils in campuses
The Department of Education, the National Police Commission and the Commission on Higher Education recently signed an accord to encourage and facilitate the creation of student crime prevention center (SCPC) under the Supreme Student Council (SSC) in all learning institutions. DepEd officer in Charge Dr. Fe Hidalgo said she directed all public and private elementary and secondary schools all over the country to form their own SCPC in support of the government's crime prevention campaign.

"Full cooperation is enjoined especially in the organization of councils in public and private schools nationwide and providing full support to the crime prevention campaign of the government" said Hidalgo.

The National Police Commission is the agency mandated by the 1987 Constitution and the major police reform laws, Republic Act Nos. 6975 and 8551 to administer and control the Philippine National Police. Under R.A. No. 8551, otherwise known as the " PNP Reform and Reorganization Act of 1998", the Commission regained the powers to investigate police anomalies and irregularities, administer police entrance examination and summarily dismiss erring police officers.
